NPCs table
NPC rows are utility routing, not lore. Technique Spin affects rerolls, while City Teleporter and Metro Teleporter affect when you can move between route bands. These entries are kept together because location and use are the only fields needed for the current decision.
Use this table alongside Codes and Quest Route. Redeem rewards, decide whether to spin, then use teleport access only when the route table says your next target has moved to a new area.
